The Board of Education of the South Conway County School District, State of Arkansas, met in Regular Session in the Board Room of the Superintendent’s Office in Morrilton.  President Mark Stobaugh called the meeting to order. 

 

            Roll Call

 

Present: Marlin Boyle, Dr. Stephen Carter, David Cawein, Doyle McDonald, Patty Shipp, Mark Stobaugh, Elaine Sullivan, Superintendent Douglas Adams.

 

Absent:            None

 

EXECUTIVE SESSION

           

034-033 A motion was made by Mr. Cawein with a second by Mr. McDonald that the board be in an executive session

034-034 A motion was made by Mr. Cawein with a second by Mr. McDonald that the board be out of an executive session.

III.            MINUTES/FINANCIAL

           

034-035           A motion was made by Mrs. Shipp with a second by Dr. Carter to accept the minutes and financial statement by consent.

IV.       OLD BUSINESS

 

                  PPC Recommendations - Mary Oates presented the board with two policy changes

                                    proposed by the PPC.

 

034-036           A motion was made by Mr. Cawein with a second by Mr. McDonald to accept the policy proposal regarding Non-Duty teachers leaving campus during the noon period. (see attached)

The second proposal regarding posting job positions was referred back to the PPC for an emergency clause.

 

 

 

V.        new business

                 

 

                  Petition for Transfers –

034-037           A motion was made by Dr. Carter with a second by Mrs. Shipp to accept the transfer of NikkiKnight from the East End School District to SCCSD.

Nays:                           None

 

No action was taken on the transfers of Seth McNew, Danielle Bilbrary, Stephen Cook, John Stewart, and Shena Stewart.

034-038           A motion was made by Mrs. Shipp with a second by Mr. McDonald to allow Teresa Flory Maternity leave during the school year 2003-2004, pursuant to her request.

                  Student Handbooks–

034-039           A motion was made by Mr. Boyle with a second by Mrs. Sullivan to accept the student handbooks for Westside, Reynolds, Northside, Middle School and High School for the school year 2003-2004.

                  Background Check Policy –

034-040           A motion was made by Mr. McDonald with a second by Mrs. Shipp to change district policy to state that the district will pay for criminal background checks on all contracted employees.

                  Permanent Contracted Substitutes Position –

034-041           A motion was made by Mr. Cawein with a second by Mrs. Sullivan to hire a certified person as a permanent contracted substitute.

                  High School Cafeteria Manager Salary Schedule –

034-042           A motion was made by Mr. McDonald with a second by Mrs. Shipp to adopt the salary schedule for the High School Cafeteria Manager. (see attached)

                  Polling Sites for School Election –

034-043           A motion was made by Mr. Cawein with a second by Mr. Boyle to select the polling sites for the 2003-2004 school election. (see attached)

                  Food Bids

034-044           A motion was made by Mrs. Shipp with a second by Dr. Carter to accept the lowest food bids as circled.  (see attached)

                  ID Bages

034-045             A motion was made by Mr. Boyle with a second by Mrs. Shipp to purchase

lanyards for staff ID badges and Middle school student badges and to allow High                      school students to carry their ID badges.

034-044 A motion was made by Mrs. Shipp with a second by Dr. Carter to accept the resignation of Chris Gunderman as Westside cook.

PERSONNEL - Elections

 

            MMS Self– Contained

034-045           A motion was made by Mr. Cawein with a second by Mr. McDonald to elect Debbie Beck as MMS Self-Contained for the 2003-2004 school year.

            MMS Science -

034-046           A motion was made by Mr. Cawein with a second by Mr. McDonald to elect Karrron Watts as MMS Science teacher for the 2003-2004 school year.

            Teacher/ 7th Grade Boys Basketball Coach

034-047           A motion was made by Mr. Cawein with a second by Mr. McDonald to elect Tim Bullington as Teacher and 7th grade boys basketball coach for the 2003-2004 school year, conditioned upon Mr. Bullington becoming certified in middle school mathematics not later than April 1, 2004.

            English Teacher

034-048           A motion was made by Mr. Cawein with a second by Mr. McDonald to elect Cody Vest as MHS English Teacher for the 2003-2004 school year.

            Elementary Teacher

034-048           A motion was made by Mr. Cawein with a second by Mr. McDonald to elect Kathy Toney as Reynolds Elementary Teacher for the 2003-2004 school year.
